WHY CONDUCT WAGE AND BENEFIT STUDIES?

  1. By statute 48-818 all Public Employees are due comparable wages and benefits.
  2. Employers always believe they have better wages and/or benefits.
  3. Employees always believe they have poor wages and benefits.
  4. The result is costly impasse, that could have been avoided by having accurate wage and benefit data.

WHEN SHOULD SURVEYS BE CONDUCTED?

  1. Prior to Budget preparation.
  2. Post fiscal year.
  3. Prior to Union certification.
  4. Prior to negotiations and/or impasse.

HOW COMPARABILITY STUDIES ARE CONDUCTED

  1. Position descriptions are created and/or reviewed.
  2. Selecting an “appropriate” array.
  3. Creation of a survey instrument.
  4. Analysis of wage rates for Comparability.
  5. Analysis of benefit policies for Comparability.
  6. Analysis of HRV rates for Comparability.
